नई दिल्ली । सुप्रीम कोर्ट ने कहा कि भीख मांगना एक सामाजिक और आर्थिक मसला है और गरीबी, लोगों को भीख मांगने के लिए मजबूर करती है। यह कहते हुए सुप्रीम कोर्ट ने उस याचिका पर विचार करने से इनकार कर दिया जिसमें कोविड-19 महामारी के दौरान सार्वजनिक स्थलों व सडक़ों पर भीख मांगने पर रोक लगाने की मांग की गई थी।
जस्टिस धनंजय वाई चंद्रचूड़ और जस्टिस एमआर शाह की पीठ ने कुश कालरा द्वारा दायर इस याचिका पर विचार करने से इनकार कर दिया। पीठ ने कहा कि वह भीख मांगने पर रोक लगाने की मांग वाली याचिका पर विचार नहीं कर सकती। पीठ ने याचिकाकर्ता के वकील से सवाल किया कि आखिर लोग भीख क्यों मांगते हैं? गरीबी के कारण लोग भीख मांगने को मजबूर होते हैं। सुप्रीम कोर्ट ने कहा कि जब गरीबी भीख मांगने के लिए मजबूर करती है तो वह संभ्रांतवादी दृष्टिकोण नहीं अपनाएगा। कोई भीख नहीं मांगना चाहेगा, गरीबी के कारण उन्हें ऐसा करना पड़ता है। सुप्रीम कोर्ट का कहना है, यह एक सामाजिक-आर्थिक समस्या है। यह सरकार की आर्थिक व सामाजिक नीति का एक हिस्सा है। हम यह नहीं कह सकते कि वे(भिखारी) हमारी आंखों से दूर हो जाएं।
केंद्र व दिल्ली सरकार को नोटिस
पीठ ने कहा कि अगर हम इस मामले में नोटिस जारी करते हैं तो इसका मतलब यह समझा जाएगा कि हम ऐसा करना चाहते हैं। हालांकि, सुप्रीम कोर्ट याचिकाकर्ता की उस मांग पर सरकार को नोटिस जारी किया है जिसमें भिखारियों के पुनर्वास और टीकाकरण की मांग की गई थी। सुप्रीम कोर्ट ने इस मामले में केंद्र व दिल्ली सरकार को नोटिस जारी किया है।
मरीजों के शोषण करने पर अर्जी पर केंद्र को नोटिस
सुप्रीम कोर्ट ने स्वास्थ्य सुविधाओं के कुप्रबंधन को लेकर दायर जनहित याचिका पर केंद्र सरकार को नोटिस जारी किया है। याचिका में कहा गया है कि निजी स्वास्थ्य केंद्र और अस्पताल मरीजों का शोषण कर रहे हैं। दायर याचिका में निजी अस्पतालों द्वारा मनमानी फीस वसूली करने पर रोक लगाने की मांग की गई है। साथ ही केंद्र सरकार से इस पूरे मामले पर दखल देने की अपील की गई है।
