राष्ट्रीय स्वयंसेवक संघ के सरसंघचालक मोहन भागवत ने कुछ दिन पहले ही गाजियाबाद में आयोजित मुस्लिम राष्ट्रीय मंच के एक कार्यक्रम मे भाषण देते हुए कहा था कि भारत में रहने वाले सभीलोगों का डीएनए एक है ।40 हजार साल पहले उनके पूर्वज एक ही थे । भागवत ने अपने भाषण में हिंदू मुस्लिम एकता शब्द को भ्रामक बताते हुए कहा था कि दोनों अलग अलग नहीं हैं , वे पहले से ही जुड़े हुए हैं इसलिए जोडऩे की बात तो तब उठती है जब दोनों अलग-अलग हों।भागवत ने अपने भाषण में जो बातें कहीं उनका देश में आमतौर पर स्वागत किया गया क्योंकि उन्होंने ऐसा कुछ नहीं कहा था जिसमें विवाद की कोई गुंजाइश हो परंतु जैसा कि हमेशा होता आया है , भागवत के उस भाषण को लेकर भी टीका टिप्पणी की गई । वह सिलसिला पूरी तरह थमने के पहले ही मोहन भागवत का एक और भाषण चर्चा का विषय बन गया है । उन्होंने यह भाषण गुवाहाटी में एक विद्वान लेखक प्रो नानी गोपाल महंत की पुस्तक के विमोचन समारोह में मुख्य अतिथि की आसंदी से दिया। बिना किसी लाग-लपेट के खरी बात कहने में विश्वास रखने वाले सरसंघचालक ने गुवाहाटी में इस ऐतिहासिक सत्य को उजागर करने में कोई संकोच नहीं किया कि देश में प्रभुत्व स्थापित करने की मंशा से 1930 के बाद से मुस्लिम आबादी को बढ़ाने के योजनाबद्ध प्रयास किए जा रहे थे ताकि आजादी मिलने पर यहां पाकिस्तान बनाया जा सके । बंटवारा होने पर पाकिस्तान तो बन गया परंतु मंशा उस तरह पूरी नहीं हो पाई जैसी योजना थी। दोनों देशों के बीच कारीडोर बनाने की मंशा भी पूरी नहीं हुईं। कुछ राज्य पूरी तरह पाकिस्तान को नहीं मिल पाए। आजादी के बाद उन राज्यों में घुसपैठ के द्वारा अपनी आबादी बढ़ाकर प्रभुत्व स्थापित करने की कोशिशें होती रही। संघ प्रमुख ने जो कुछ भी कहा उसके ऐतिहासिक प्रमाण मौजूद हैं और उन प्रमाणों को झुठलाना किसी के लिए संभव नहीं है। भागवत के इस कथन से असहमति का तो कोई प्रश्न ही उपस्थित नहीं होता कि जब खास समूह के लोग बाहर से आकर पांच साल पुरानी सभ्यता की अवज्ञा करते हैं और अपनी बढ़ती आबादी के बल पर लोकतांत्रिक अधिकारों का इस्तेमाल करने से भी नहीं हिचकिचाते हैं तो यहां के मूल निवासियों की संस्कृति और सामाजिक मूल्यों के लिए खतरा पैदा होता है। भागवत ने अपने भाषण में ऐतिहासिक संदर्भों के साथ जो बातें कही उन पर निश्चित रूप से गौर करने की आवश्यकता है। भागवत ने दर असल असमी और अन्य समुदायों की उस चिंता को ही उजागर किया है जो राज्य में बाहर से आकर यहां व्यवस्थित रूप से अपनी आबादी बढ़ाने के सुनियोजित प्रयासों से उपजी है। उनकी इसी चिंता ने अतीत में असम में युवाओं और छात्रों को आंदोलित किया और फिर राजीव गांधी सरकार को असम समझौते के लिए विवश होना पड़ा।
संघ प्रमुख ने असम में हेमंत विस्वसरमा सरकार के गठन के बाद यहां अपने प्रवास में नागरिकता संशोधन कानून और राष्ट्रीय जनसंख्या रजिस्टर को लेकर फैलाई जा रही भ्रांतियों को दूर करने की भी जो नई पहल की है उसका स्वागत किया जाना चाहिए ।संघ प्रमुख ने दो टूक लहजे में कहा कि इस पूरे मामले से राजनीतिक लाभ लेने की मंशा से इसे सांप्रदायिक रूप दिया जा रहा है। नागरिकता से संबंधित न ए कानूनों से भारतीय मुसलमानों को कोई दिक्कत नहीं है। सीएए का उद्देश्य केवल पड़ोसी देशों में उत्पीडऩ का शिकार बनाए गए उन अल्पसंख्यकों की मदद करना है जिन्हें वहां उत्पीडन के कारण अपना घर बार छोड़ कर भारत में शरण लेने के लिए विवश होना पड़ा। भागवत ने कहा कि आजादी के बाद देश के प्रथम प्रधानमंत्री ने भी अल्पसंख्यकों के हितों की सुरक्षा पर जोर दिया था । नागरिकता संशोधन कानून में भी वही भावना निहित है । संघ प्रमुख कहा कि आजादी के बाद हमने तो अपने यहां अल्पसंख्यकों के हितों का पूरा ध्यान रखा परंतु पाकिस्तान में अल्पसंख्यकों को उत्पीडि़त करने का सिलसिला जारी रहा जिसके कारण उन्हें वहां से पलायन कर भारत में शरण लेने के लिए मजबूर होना पड़ा। भागवत ने याद दिलाया कि पड़ोसी देशों में आपदा के समय हम बहुसंख्यकों की मदद के लिए भी आगे आए हैं। गौरतलब है कि संघ प्रमुख ने भारत में आने वाले शरणार्थियों के हितों की रक्षा के लिए बनाए गए नागरिकता संशोधन कानून को लेकर आम जनता के बीच फैलाई जा रही भ्रांतियों को दूर करने के लिए गत वर्ष संघ कार्य कर्ताओं को जन जागरण अभियान चलाने के भी निर्देश दिए थे जिसके सकारात्मक परिणाम सामने आए थे। संघ प्रमुख ने एक बार फिर नागरिकता संशोधन कानून के पक्ष में अपनी स्पष्ट राय देते हुए सारी भ्रांतियों को दूर करने की पहल की है।
गौरतलब है कि सरसंघचालक मोहन भागवत ने अपने असम प्रवास में प्रो नानी गोपाल महंत की गहन ऐतिहासिक शोध पर आधारित जिस कृति का विमोचन किया उसमें सीएए और एन आर सी को लेकर होने वाली बहस और इतिहास की राजनीति को विषय वस्तु बनाया गया है। सरसंघचालक ने अपने विद्वत्ता पूर्ण भाषण में एन आर सी का समर्थन करते हुए कहा कि हर देश को यह जानने का अधिकार है कि उसके नागरिक कौन हैं इसके आधार पर ही उनके कल्याण की योजनाएं तैयार की जाती हैं। इसलिए इसको राजनीति करना उचित नहीं है। संघ प्रमुख ने दो टूक लहजे में कहा कि हमें समाज वाद , धर्मनिरपेक्षता और लोकतंत्र को परिपक्व बताते हुए कहा कि इनके बारे में दूसरे देशों से सीखने की जरूरत नहीं है। यहां यह भी उल्लेखनीय है कि संघ प्रमुख ने विगत कुछ माहों के दौरान अनेक ज्वलंत मुद्दों पर बेबाकी से अपने जो विचार व्यक्त किए हैं उन पर स्वस्थ बहस की आवश्यकता है। मैंने अपने पूर्व में प्रकाशित लेखों में भी यही बात कही थी। समसामयिक मुद्दों पर उनके विचारों को केवल इसलिए विवाद का विषय नहीं बनाया जाना चाहिए कि यह संघ प्रमुख की राय है और संघ सत्ता धारी दल का समर्थन करता है।
