पीएम मोदी ने लॉन्च किया ई-रुपी भुगतान में अब कार्ड-नेट बैंकिंग की जरूरत नहीं होगी
नई दिल्ली प्रधान मंत्री नरेंद्र मोदी आज यानी सोमवार को वीडियो कॉन्फ्रेंसिंग केजरिये ई-रुपी, एक व्यक्ति और उद्देश्य-विशिष्ट डिजिटल पेमेंट सॉल्यूशन को लॉन्च करेंगे। मोदी ने रविवार एक ट्वीट में कहा, डिजिटल तकनीक जीवन को बड़े पैमाने पर बदल रही है और ईज ऑफ लिविंग को आगे बढ़ा रही है। कल, 2 अगस्त को शाम 4:30 बजे ई-रुपी लॉन्च करेंगे, जो एक फ्यूचरिस्टिक डिजिटल भुगतान समाधान है, जो अपने उपयोगकर्ताओं के लिए कई लाभ प्रदान करता है।
ई-रुपी को पूरी तरह से कैशलेस और संपर्करहित बनाया गया है। इसमें वाउचर को रिडीम करने के लिए कार्ड या नेट बैंकिंग की जरूरत नहीं होगी। यानी बिना कार्ड के ही आप भुगतान कर पाएंगे। प्रधानमंत्री कार्यालय की ओर से दी गई सूचना के मुताबिक, ई-रुपी एक क्यूआर कोड या एसएमएस आधारित ई-वाउचर है, जिसे लाभार्थियों के मोबाइल फोन तक पहुंचाया जाता है।
इसे नेशनल पेमेंट्स कॉरपोरेशन ऑफ इंडिया ने अपने यूपीआई (यूपीआई) प्लेटफॉर्म पर वित्तीय सेवाओं के विभाग, केंद्रीय स्वास्थ्य और परिवार कल्याण मंत्रालय और राष्ट्रीय स्वास्थ्य प्राधिकरण के सहयोग से बनाया है। पीएमओ के मुताबिक, ई-रुपी को वन टाइम पेमेंट मैकेनिज्म के उपभोक्ता, सेवा प्रदाता पर कार्ड, डिजिटल भुगतान ऐप या इंटरनेट बैंकिंग के बिना वाउचर को भुनाने में सक्षम होंगे। ई-रुपी बिना किसी फिजिकल इंटरफेस के डिजिटल तरीके से लाभार्थियों और सेवा प्रदाताओं के साथ सेवाओं के प्रायोजकों को जोड़ता है। इसके तहत यह भी सुनिश्चित किया जाता है कि लेन-देन पूरा होने के बाद ही सेवा देने वाले को भुगतान किया जाए। प्री-पेड होने की वजह से सेवा प्रदाता को बिना देरी के ही सही समय पर भुगतान संभव हो जाता है।
कैसे करता है काम
ई-रुपी, सेवाओं के स्पॉन्सर्स को बिना किसी फिजिकल इंटरफेस के डिजिटल तरीके से लाभार्थियों और सेवा प्रदाताओं से जोड़ता है। साथ ही यह भी सुनिश्चित करता है कि लेन-देन पूरा होने के बाद ही सेवा प्रदाता को भुगतान हो। ई-रुपी की प्रकृति प्री-पेड है, लिहाजा यह किसी भी मध्यस्थ की भागीदारी के बिना सेवा प्रदाता को समय पर भुगतान का आश्वासन देता है।
सरकारी सेवाओं में भी होगा इस्तेमाल
कल्याण सेवाओं की चोरी रोकने की दिशा में यह एक क्रांतिकारी पहल हो सकता है। इसका उपयोग मातृ और बाल कल्याण योजनाओं के तहत दवाएं और पोषण संबंधी सहायता, टीबी उन्मूलन कार्यक्रमों, आयुष्मान भारत प्रधानमंत्री जन आरोग्य योजना जैसी स्कीमों के तहत दवाएं और निदान, उर्वरक सब्सिडी, इत्यादि देने की योजनाओं के तहत सेवाएं उपलब्ध कराने में किया जा सकता है। यहां तक कि निजी क्षेत्र भी अपने कर्मचारी कल्याण और कॉरपोरेट सामाजिक दायित्व कार्यक्रमों के तहत इन डिजिटल वाउचर का उपयोग कर सकता है।
