तीनों सेनाओं के 17 क्षेत्रीय कमांड का आपस में विलय कर उन्हें पांच थियेटर कमांड में पुनर्गठित करने की पिछले कुछ दिनों से चल रही कवायद को लेकर तीनों सेनाओं के मुख्यालयों और आला अधिकारियों में जम कर बहस चल रही है। खासकर जब से भारत के प्रधान सेनापति (सीडीएस) जनरल बिपिन रावत ने यह कहा है कि वायुसेना की भूमिका थलसेना की सहायक की होती है, वायुसेना के अधिकारी भन्नाए हुए हैं। वायुसेना की भूमिका को इस तरह गौण बताए जाने से यह बात भी उजागर हुई है कि थियेटर कमांड के गठन को लेकर तीनों सेनाओं में वैचारिक, अवधारणात्मक और रणनीतिक मसलों पर आम सहमति अभी नहीं बनी है। सीडीएस के बयान से यह भी उजागर होता है कि साझा थियेटर कमांड की एकीकृत युद्ध रणनीति तैयार नहीं हुई है। अन्यथा सीडीएस वायुसेना की भूमिका को गौण नहीं बताते और वायुसेना प्रमुख को इसका तीव्र प्रतिवाद करने की जरूरत नहीं पड़ती।
भीतरी इलाकों में हमला
थियेटर कमांड बनाने को लेकर सेनाओं के बीच अंतर्कलह ऐसे वक्त सार्वजनिक हुई है, जब पूर्वी लद्दाख के सीमांत इलाकों पर भारत और चीन के सैनिक हर तरह की शस्त्र प्रणालियों के साथ आमने-सामने तैनात हैं। ऐसे हालात में तीनों सेनाओं के बीच दुश्मन देश पर हमले की समुचित एकीकृत रणनीति का अभाव भी स्पष्ट तौर पर दिख रहा है। चीन के साथ युद्ध छिड़ा तो वायुसेना की केवल सहायक भूमिका ही नहीं होगी। निस्संदेह उससे यह उम्मीद की जाएगी कि उसके राफेल और सुखोई-30 लड़ाकू विमान दुश्मन देश में हजारों किलोमीटर भीतर घुसकर हमला करें और उसके सैन्य, राजनीतिक और आर्थिक ठिकानों को तहस-नहस करें। थलसेना की भूमिका जरूर केवल जमीनी सीमाओं की रक्षा तक सीमित होगी, वायुसेना सीमा पार के ठिकानों को निशाना बनाते हुए दुश्मन देश की आक्रमण क्षमता को नष्ट करने की भूमिका निभाएगी। सबको पता है कि 1999 के करगिल युद्ध में वायुसेना की भूमिका से ही पासा पलटा था। 1962 के भारत-चीन युद्ध में यदि वायुसेना का समुचित इस्तेमाल किया गया होता तो भारत-चीन रिश्तों का इतिहास कुछ और होता।
अपनी जगह यह बात सही है कि युद्ध में जीते गए जमीनी और समुद्री इलाकों पर कब्जा बनाए रखने के लिए थलसेना और नौसेना को ही दायित्व निभाना होता है, लेकिन युद्ध छिडऩे की हालत में थलसेना अपने कदम दुश्मन के इलाके में तभी बढ़ा पाती है, जब उस इलाके के आसमान पर वायुसेना का दबदबा होता है।
चीन और अमेरिका ने थियेटर कमांडों की जरूरत इसलिए महसूस की है कि नई-नई तकनीक से सेनाओं के हथियारों की मारक क्षमता बढ़ते जाने के साथ ही तीनों सेनाओं की एक-दूसरे पर निर्भरता बढ़ती जा रही है। आज के युग में कोई भी सेना अकेले दुश्मन से मुकाबला नहीं कर सकती। मसलन, चीन से लगे इलाकों में युद्ध छिड़ता है तो थलसेना को दुश्मन पर हावी होने के लिए वायुसेना के साथ तालमेल से रणनीति बनानी होगी। इसी तरह समुद्री इलाके में दुश्मन के युद्धपोत घुस गए हों तो नौसेना की भूमिका बढ़ जाएगी।
चीन और अमेरिका की तर्ज पर थियेटर कमांड बनाने का प्रस्ताव भारत में लंबे अर्से से विचाराधीन है, लेकिन तीनों सेना मुख्यालयों को इस विलय प्रक्रिया को हरी झंडी दिखाने में इसलिए परेशानी हो रही है कि उन्हें लगता है, इससे उनकी स्वतंत्र पहचान खत्म होने का खतरा है।
बहरहाल, थियेटर कमांड बनने से तीनों सेनाओं के संसाधनों का क्षेत्रीय स्तर पर विलय हो जाएगा। जब तीनों सेनाओं का संयुक्त कमांड बन जाएगा, तब इसका एक साझा कमांडर होगा जो अपने स्तर पर निर्णय लेकर सेना के जमीनी और हवाई संसाधन संभालने वाले अफसरों को फौरन कार्रवाई शुरू करने में मदद करेगा। यही वजह है कि 17 कमांडों में बंटी तीनों सेनाओं को क्षेत्रीय स्तर पर पांच संयुक्त थियेटर कमांडों में विभाजित कर नया एकीकृत ढांचा खड़ा करने की कवायद तेज हो गई है। फिलहाल थलसेना के सात, वायुसेना के सात और नौसेना के तीन क्षेत्रीय कमांड हैं, जो स्वतंत्र तौर पर गठित हैं। तीनों सेनाओं के अधिकारी एक-दूसरे के अधीन नहीं होते। इससे आदेशों के पालन में देरी होती है। तीनों सेनाओं के 17 कमांडों के अलावा दो साझा कमांड (अंडमान व निकोबार कमांड और स्ट्रैटिजिक कमांड) कुछ सालों से चल रहे हैं। इनके गठन से हासिल अनुभवों को बाकी सैन्य थियेटर कमांडों पर उतारने को लेकर सैन्य मुख्यालयों में आम राय तो है लेकिन ऐसा किस तरह करें, इसे लेकर विवाद है।
चीन और पाकिस्तान सीमा से लगे इलाकों की रक्षा के लिए तीन जमीनी थियेटर कमांड बनाने का प्रस्ताव है। नॉर्दर्न थियेटर जो कि जम्मू कश्मीर, लद्दाख और मध्य क्षेत्र की जिम्मेदारी संभालेगा, वेस्टर्न थियेटर जो पाकिस्तानी सीमा की जिम्मेदारी संभालेगा और इस्टर्न थियेटर जो अरुणाचल प्रदेश, सिक्किम के इलाकों की जिम्मेदारी संभालेगा। इसके अलावा समुद्री इलाकों की रक्षा के लिए मैरीटाइम थियेटर कमांड और लड़ाकू विमानों, बैलिस्टिक व परमाणु मिसाइलों से बचाव के लिए एयर डिफेंस कमांड के गठन का प्रस्ताव है। इन साझा कमांडों के गठन के बाद थलसेना और वायुसेना के संसाधनों को साझा ऑपरेशनल भूमिका में लाना होगा जब कि मैरीटाइम कमांड को अपने युद्धपोतों के साथ तालमेल के लिए समुद्री लड़ाकू विमानों और टोही विमानों को साथ उतारना होगा।
एकीकृत तैनाती
इसमें किसी सेना की भूमिका को अहम और किसी को गौण मानकर नहीं चला जा सकता। सीमांत रणक्षेत्र को एक साझा थियेटर के तौर पर मानकर सेनाओं की शस्त्र प्रणालियों की एकीकृत तैनाती के लिए संयुक्त सैन्य कमांड बनाने की जरूरत है। चूंकि भारत का मुख्य प्रतिद्वंद्वी चीन अपने सैन्य कमांडों को पांच थियेटर कमांडों में काफी पहले पुनर्गठित कर चुका है, इसलिए चीन की चुनौतियों का प्रभावी मुकाबला करने के लिहाज से भी यह जरूरी हो जाता है कि भारत में तीनों सेनाओं के साझा थियेटर कमांडों की योजना को जल्द से जल्द अमल में लाया जाए।
